Commission discusses road projects, interim administrator and boat rental leases

The Jackson County Commission convened its April 13 meeting with a full agenda that included infrastructure improvements, administrative changes and new business agreements aimed at enhancing county services.
The meeting opened with a proclamation recognizing the upcoming 250th anniversary of the signing of the Declaration of Independence.

Members of the Daughters of the American Revolution attended and received the commission’s formal support for commemorating the milestone, which will be observed nationwide on July 4, 2026.

Road Work and Infrastructure Improvements:

Commissioners approved a $3,870 project to stripe County Road 53, following prior discussion during a recent work session.

In addition, the commission approved a construction agreement with the Alabama Department of Transportation for paving work on County Road 452 in the Buck’s Pocket area.

The project, funded by the state, carries an estimated value of $220,000 and includes a required resolution authorizing the agreement.

A significant portion of the meeting focused on leadership transitions within county administration.

Commissioners formally accepted the resignation of County Administrator Matthew Hamrick and appointed Michelle Willis as Interim County Administrator while the search for a permanent replacement begins.

To facilitate the transition, the commission approved several measures granting Willis the authority to sign county financial warrants and checks, serve as the county’s records custodian under Alabama’s Open Records Act, and oversee public records request procedures.

Commission Chairman Bill Nance noted the importance of maintaining continuity during the transition while the county begins advertising for a qualified replacement.

The commission approved a $2,650 contract for election preparation services ahead of the May 19 primary election.

The agreement includes programming ballots, testing voting machines and ensuring on-call technical support throughout Election Day.

Boat Rental Business Approved at County Park:

In new business, commissioners set aside the rules and approved a lease agreement with Islands Boat Rental, LLC to operate the store and boat rental service at Jackson County Park.

Under the agreement, monthly rent will be $1,100 from April through October, while rent will be reduced to $400 from November through March.

Additional boat slip rentals will be available.

The lease includes five annual renewal options, each with a 5% increase. Commissioners expedited approval to allow the business to begin operations by mid-April, with plans to have rentals available by May 1.

Officials also announced plans to sell five aging transit vehicles that have reached their useful lifespan.

The vehicles will be auctioned through GovDeals, with the county expected to generate between $7,500 and $10,000 in revenue.

During the work session, commissioners reviewed tree risk assessments and maintenance options for courthouse grounds, lawn care service proposals, HVAC system improvements using existing contingency funds, and an updated job description for the county administrator position.

The commission also approved posting the administrator position immediately, with plans to extend the search if necessary to secure a qualified candidate.

The commission announced that its next meeting will be held April 28, with ongoing projects including traffic studies related to potential truck route restrictions and continued infrastructure improvements across the county.
